The ideal candidate will have:

  • Bachelor’s degree in criminal justice, security management, forensics, business, or other directly related field (required). In lieu of a degree, equivalent combination of education and experience may be considered.
  • 7+ years of experience in law enforcement and/or security management, threat/risk assessment, mitigation, and workplace compliance to include conducting security site assessments, criminal background checks, managing security surveillance systems.
  • 3+ years of formal supervisory/management experience leading and setting direction for security teams and projects (preferred).
  • Valid Driver’s License (required).
  • Active or retired law enforcement officer under LEOSA (Law Enforcement Officers Safety Act - HR 218) is required, or experience as an active certified law enforcement officer in a Law Enforcement Reserve Unit.
  • Experience serving in an emergency operation center during critical incidents.
  • Experience collaborating with contracted security guards and mobile patrol officers, with strong interpersonal skills to interact with various business units and a diversified workforce.
  • The ability to adapt to different personalities and work well under pressure, especially when handling special security requests, reviewing policies and procedures, and addressing emergency security issues.

Salary Range: $88,000 - $110.000 annually - commensurate with experience

Job Purpose:

Collaborate with the department leadership to develop, implement and maintain OUC's physical security and electronic security systems. Support the planning and management of 24-hour security services for OUC employees, contractors, customers, and assets across the service territory. Provide consultation to internal stakeholders in assessing and responding to security needs. Liaise with external stakeholders and law enforcement agencies to engage in cooperative security efforts.

Primary Functions:

  • Oversee essential security operations related to contracted services, and ensure contracted obligations are being performed; including, but not limited to Armed/Unharmed Security Guard Services, Background Investigations, and Security Equipment Installations and Maintenance.
  • Provide first line administration and direction to the security functions, armed and unarmed contract security officers, 24 hours a day, throughout OUC, and maintain a working relationship with the contract guard company management;
  • First responder to emergent security incidents and take on initial ownership of site and process during an incident or event; act as crisis manager liaison (or single point of contact) for emergency issues to first responders, including but not limited to workplace safety, fire department, and law enforcement;
  • Collaborate with department leadership to design, improve and implement an incident response program aligned with key stakeholders to maintain awareness of security issues;
  • Engage in ongoing assessment of current security protocols and guidelines for programs such as employee safety, visitor management, emergency preparedness and recovery, duress notifications, threat assessment, and staff security awareness training;
  • Proactively review and make recommendations on physical operational safety measures including supporting development of policies, procedures, and operational practices for physical security throughout OUC's facilities;
  • Test and assist with the development of security procedures to comply with the Physical Security Standards promulgated by the North America Electric Reliability Corporation (NERC), relative to the Critical Infrastructure Protection Standards (CIP);
  • Plan and direct the installation and administration of electronic and physical security features; including, but not limited to closed circuit television cameras, motion sensors, beam sensors, door alarms, door readers, fencing, and lighting; conduct site surveys of all OUC properties to determine needs; interact with contracted security integrator to discuss available options to enhance security;
  • Coordinate the cooperative security efforts between OUC and Federal, State, and local law enforcement agencies to enhance security at all OUC locations; participate in intelligence briefings with local law enforcement agencies;
  • Represent OUC as an active member of the Regional Domestic Security Task Force (RDSTF) and the Central Florida Information Exchange (CFIX) for intelligence related to safeguarding OUC's assets.
  • Respond to the needs and requests of the other business units for specific security needs at their respective locations; provide security needs assessments and consultation to business units as needed;
  • Assess, plan, conduct, and coordinate the investigation of criminal activities and hostile activities against the Commission; including but not limited to: internal and external investigations and coordination with the Human Resources Division, and Internal Audit, including fixed and moving surveillance, badge use analysis, and interviewing;
  • Maintain relationships with security vendors and contractors to ensure effective and efficient delivery of services; coordinate contract and procurement processes; address and work to resolve related questions and issues;
  • Maintain communications with a variety of stakeholders to ensure that all concerned parties are informed of related actions, events, and projects; partner effectively with key groups such as IT, Facilities, procurement, finance, legal and HR;
  • Conduct pro-active security audits of all OUC sites and make recommendations on appropriate measures to minimize security risks;
  • Conduct background investigations of new employees, current employees, and contractors when needed;
  • Coordinate and provide security for special Commission events, tours, visitors;
  • Create and administer training to educate employees on physical security policy and standards;
  • Perform other duties as assigned.

Technical Requirements:          

  • Working knowledge in all, but not limited, to the following:
  • Corporate security principles and practices;
  • Florida Statutes related to Trespassing, Theft, and Crimes Against Persons;
  • Security publications related to lighting, fencing, cameras, and alarms;
  • Security Officer Unusual Incident Reports;
  • Investigative Report Summaries and Interview Memoranda;
  • Familiarity with all, but not limited to the following:
  • NERC Standards, Version 5 & 6, relative to the production of Critical Infrastructure and Bulk Electric System Cyber Assets;
  • Related Software Applications and Security Systems Administration (i.e. Open Options, DNA Fusion Access Control System; Lenel, Onguard Access Control System; Milestone, XProtect Video Management Software);
  • Equipment (i.e. Radios, binoculars, cameras, recording devices);
  • Department budgeting principles and practices;
  • Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;
  • Strong written, oral, and interpersonal communication skills across all levels of the organizations and amongst various external stakeholders;
  • Understand and apply governmental accounting practices in maintenance of financial records;
  • Ability to collaborate and build strong working relationships with OUC leaders and across the local law enforcement community;
  • Ability to make arithmetic computations using whole numbers, fractions and decimals, rates, ratios and percentages;
  • Ability to use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).

Education/ Certification/Years of Experience Requirements:

  • Bachelor's degree in criminal justice, security management, forensics, business, or other directly related field (required). In lieu of a degree, equivalent combination of education, certification, and experience may be substitutable;
  • Minimum of seven (7) years of experience in law enforcement and/or security management, threat/risk assessment, mitigation, and workplace compliance (required);
  • Above experience requirement to include a minimum of three (3) years of formal supervisory/management experience leading and setting direction for security teams and projects (preferred);
  • Must possess or have the ability to obtain a Florida Law Enforcement Certification and/or qualification under LEOSA (Law Enforcement Officers Safety Act) (required);
  • Valid Driver's License (required);
  • Status as an active certified law enforcement officer in a Law Enforcement Reserve Unit (preferred)

Working Conditions:

This job is absent of disagreeable working conditions. This job is primarily performed in an office work environment. This job requires occasional field work to accomplish site visits at Substations, Water Production Facilities, Chilled Water Production Facilities, and Power Plants that may require wearing personal protection equipment (PPE) depending on the type of incidents. This job requires occasional on call/call out responses and 24/7 availability to work occasional night, weekend, and holiday hours as needed.

To do this job, must possess or be able to obtain and maintain the following licenses within the first year of hire:

  • Florida Security Officer "D" license
  • Florida Armed Security Officer "G" License

Physical Requirements:

This job includes very frequent speaking/ hearing, writing/ typing, and detailed inspection. This job requires frequent standing, walking, sitting, and bending. There may be occasional climbing, kneeling, reaching over head, and lifting up to fifty (50) lbs. Also, this job includes very frequent driving of a company vehicle.
