Senior Compliance Analyst, NERC - OUC

We are looking for a detail-oriented, compliance-driven professional to support OUC’s efforts to maintain and demonstrate full compliance with NERC Operations and Planning (O&P) standards. In this role, you will be responsible for evaluating OUC's compliance documentation, assisting subject matter experts (SMEs) with compliance strategies, and preparing detailed evidence submissions for audits. This position requires a candidate with a strong technical background in electric utility operations, including transmission or generation, and a deep understanding of NERC standards and compliance requirements.

The ideal candidate will have:
- Bachelor’s degree in Science, Technology, Engineering, Math (STEM), or a related field from an accredited institution
- At least 5 years of experience in electric utility operations, with in-depth knowledge of generation, transmission, and operational systems, including a minimum of 3 years of hands-on experience with NERC reliability standards
- Strong proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) to efficiently create, maintain, and organize compliance documentation
- Excellent communication skills to articulate standards and compliance requirements to SMEs, prepare for audits, and confidently navigate complex compliance discussions
- Demonstrated experience in managing large programs or initiatives, with project management experience preferred
- A comprehensive understanding of transmission and generation systems
- A customer-oriented approach, with an emphasis on responsive and effective communication

Job Purpose:
Responsible for supporting the effort to ensure that OUC is in compliance with all current mandatory and enforceable NERC Operations and Planning (O&P) standards and properly prepared to meet all future enforceable NERC O&P standards. Performance in this role is expected to demonstrate both due care - ensuring that all required documentation, processes, are in place and if executed as designed would result in a fully compliant position—and due diligence—ensuring that all programs are executed as designed and produce sufficient evidence that Compliance can be clearly demonstrated.
Primary Functions:
- Evaluate North American Electric Reliability Corporation (NERC) proposed Operations and Planning (O&P) reliability requirements to determine impact to OUC;
- Periodically review OUC's compliance documents, to verify ongoing compliance with NERC requirements;
- Ensure Subject Matter Expert (SME’s) understanding of requirements;
- Assist SME’s in development of compliance strategies clearly identifying roles and responsibilities, timelines and expectations;
- Review all evidence used to demonstrate compliance; work with SMEs to ensure evidence is accurate, timely, and sufficient;
- Suggest corrective actions for any and all discrepancies discovered during performance of duties;
- Attend various conferences, workshops, webinars, seminars, and other industry events to broaden knowledge and understanding of NERC standards;
- Participate in regional or other entity activities to present OUC strategies for meeting and ensuring compliance;
- Act as liaison to other business units relating to compliance issues;
- Implement and administer other specific programs as directed by the manager of standards compliance;
- Maintain and routinely update all Reliability Standard Auditor Worksheets; work with the Document Control Specialist to ensure timely, organized and local organization of all evidence used to demonstrate compliance
- Focus on the audit preparation, audit survey, Reliability Standard Auditor Worksheets (RSAWs) preparation, and data request submittal for SERC audit which occurs every three years;
- Monitor NERC and Federal Energy Regulatory Commission (FERC) websites to identify all applicable current and future enforceable O&P reliability standards;
- Monitor and track NERC O&P standards under development, informing OUC ballot body representatives when the following are available: comment opportunities, joining of ballot pools, and actual voting on ballots;
- Identify and work with appropriate OUC SME’s and management to develop strategies to address current and future requirements;
- Assist in developing and implementing an internal review schedule of all applicable NERC O&P standards, which includes both compliance and SME’s review dates, and a review of all logged evidence;
- Identify, analyze, and recommend mitigating actions for all potential non-compliant situations;
- Maintain relationships with all SME’s and management to ensure awareness of: previous history, current status, and future enforceable;
- Provide monthly status reports on all identified activities and opportunities for continuous improvement;
- Identify, analyze, and recommend opportunities for implementing Internal Controls surrounding requirements to help limit opportunities for violations;
- Perform other duties as assigned.
Technical Requirements:
- Working knowledge in all, but not limited to, the following:
- FERC Federal Electric Regulatory Commission, NERC North American Electric Reliability Corporation and SERC jurisdiction and authority;
- FERC process, including the review and interpretation of Orders, Notices of Proposed Rule Makings, and Rule Makings;
- North American Energy Standards Board Practices;
- Electric utility industry operations including transmission, delivery, production, information technology, and security;
- NERC Reliability Standards, Rules of Procedure, Reliability Standards Auditor Worksheets;
- Compliance enforcement process, desired;
- Ability to make arithmetic computations using whole numbers, fractions, and decimals, rates, ratios, and percentages;
- Ability to use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (computer, fax, telephone, copier, etc.).
- Ability to communicate clearly, concisely and accurately with peers, customers, team members, and leadership verbally and in writing;
- Ability to conduct challenging conversations on compliance, potential violations and enforcement in a confident, but tactful and professional manner;
- Models behaviors that promote effective interactions between individuals in a work group and between work groups;
- Ability to achieve consensus on decisions and communicate with impacted individuals or groups;

Education/ Certification/ Years of Experience Requirements:
- Bachelor’s degree in Science, Technology, Engineering, or Math (STEM), or related field from an accredited college or university
- Minimum of five (5) years of experience on electric utility industry related work, with sound knowledge of generation, transmission and operations systems, to include three (3) years of hands-on experience implementing and working with NERC reliability standards;
Working Conditions:
This job will spend time at either Stanton Energy Center (SEC), Indian River Plant (IRP) generation sites while or at the OUC Pershing Engineering Building. While on site at either SEC or IRP, occasionally working conditions involve:
- Disagreeable working conditions where elements are occasionally present to the extent of being objectionable; regular exposure to work situations that could result in incapacitating accidents of, on occasion, loss of life.
- Require working near moving mechanical parts, fumes or airborne particles, extreme heat (non- weather) and vibration.
- Working in wet, humid conditions (non-weather), high precarious places or in confined areas.
- Working with toxic or caustic chemicals, and the risk of electric shock. This job may involve occasionally working in outdoor conditions.
While on site at OUC Pershing Engineering Building, the environment is absent of any disagreeable working conditions.
Physical Requirements:
This job requires standing, walking, sitting, repetitive motions, climbing (ladders, stairs, hills, etc.), and lifting up to twenty (20) pounds. This job requires speaking and hearing, typing, reading, writing, and detailed inspection. This job may occasionally require driving a company vehicle.
