Purchasing Manager - City of Leesburg

Nature of Work
The purpose of the class is to manage City purchasing and warehousing activities.  The class is responsible for staff supervision, policy and procedures, purchasing, warehousing, evaluation, and reports.  The class works within broad policy and organizational guidelines; independently plans and implements projects; reports progress of major activities through periodic conferences and meetings.

Essential Job Functions

• Supervises staff including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and terminating or recommending termination. 
• Interprets or develops policy and procedures for purchasing and storage management; evaluates to insure compliance with established policy and procedures. 
• Coordinates purchasing activities with City staff, departments, and elected or appointed officials to obtain goods at economical rates and to avoid duplication. 
• Oversees purchasing activities including preparing specifications, obtaining and evaluating quotes or bid, selecting vendors, and related activities. 
• Manages and administers the Purchasing Card program, providing training and managing purchasing authorities.  
• Evaluates goods and materials to insure adherence to requirements and specifications. 
• Processes invoices or other requests for payment; verifies costs and terms and approves payments. 
• Oversees storage and handling operations including receiving, storing, handling, issuing, delivery, inventory, and material disposal. 
• Collects purchasing information and prepares periodic and special reports documenting activities and events. 
• Performs administrative duties such as budgeting, security, office supplies and materials, and other. 
• Attends or conducts staff meetings to exchange information; attends, and schedules others to attend, in-service training and technical or professional classes, seminars, or conferences to improve technical or professional skills.
