Senior management position that reports to the Vice President of Power Supply. Responsible for all aspects of the day-to-day operations and maintenance of the Authority’s electric generation plants.  Provides a wide range of support functions to the Vice President of Power Supply. Performs related work as required.

Typical Tasks

Responsible for the oversight and directing all functions relating to KUA’s power production facilities' construction, operations, maintenance, performance, reliability, efficiency, budget, and environmental concerns. Ensure facilities are operated in accordance with all applicable operational and regulatory requirements and prudent utility practices. Reviews power plant operating information on a daily basis. Provides training for all power plant personnel. Reviews operating instructions, maintenance requests and equipment failure reports. Attends meetings on related power plants, power generation and power transmission. Responsible for the fiscal operations of the facility including the operating budget, capital budget and warehouse operations. Responsible for the overall physical appearance and condition of equipment, buildings and grounds. Reviews repair work for proper performance. Reviews and approves recommendations concerning alterations and improvements to the plant. Reviews and approves blueprints, drawings, plans, and specifications relating to installation and repair of plant equipment. Ensures all required reporting is performed in a professional, timely and accurate manner. Responds to emergency calls regarding plant equipment breakdowns and unit outages. Responsible for maintaining adequate staffing, hiring, transfer, promotion, grievance adjustment, discipline and discharge of employees. Completes performance evaluations and recommends approval or disapproval of merit increases. Responsible for the establishment and administration of safety programs and practices to promote a safe work environment. Inspects operational activities for safety precautions and instructs employees against occupational hazards. Responsible for ensuring compliance with all applicable regulatory requirements including, but not limited to, North American Electric Reliability Corporation (NERC), Federal Energy Regulatory Commission (FERC) and SERC Reliability Corporation reliability standards; federal and state environmental regulations and requirements, land use regulations and requirements; and Florida Department of Transportation (FDOT) standards. Interfaces with other KUA departments, other electrical utilities and affiliated organizations.  During emergency situations, this position is considered essential staff and is required to be available to work extended hours. Assists the Vice President of Power Supply and may assume the duties when the Vice President is absent.   Develops related reports and makes presentations as directed.  May assist in all areas of the Power Supply Department. Performs related tasks as assigned.

Knowledge, Skills, and Abilities

Extensive knowledge of the principles, practices, machines, equipment, materials and operating procedures of a combined cycle generating plant. Extensive knowledge of the occupational hazards connected with power generation operation and of necessary safety precautions. Considerable knowledge of the mechanics and designs of plant equipment and ability to read and interpret blueprints, plans, specifications relating to such equipment. Considerable knowledge of municipal budgeting procedures. Considerable knowledge of applicable environmental and reliability regulations. Knowledge of state, federal and local compliance regulations.  Knowledge in the application of computers and computer software for the electric utility industry and general business environment.   Ability to plan, layout, schedule, assign, and inspect the work of power generation plant personnel. Ability to provide leadership and knowledge regarding work difficulty and time required to complete various tasks. Ability to establish and maintain effective work relationships as necessitated by the work. Ability to plan, assign, direct and review the work of subordinates and provide instruction in a manner conducive to improve performance and high morale. Ability to establish and maintain effective working relationships with subordinates, other organizational units of the KUA electric systems, KUA employees and public officials. Must be able to effectively communicate orally and in writing.  Must be highly flexible and able to effectively respond to emergencies.   Must have exceptional trouble shooting and problem solving skills.  Must have excellent project management skills.  Ability to prepare reports. Ability to lift or displace up to 50 pounds. Must be able to climb ladders and stairways. Must be able to gain access to and work in confined spaces and elevated areas.

Education and Experience

B.S./B.A. from an accredited college or university with major course work in engineering. Minimum of ten years of experience in electric power generation maintenance and operations. Three years of supervisory experience. Master's Degree in Engineering or related field preferred. Professional Engineering registration preferred. 

SPECIAL REQUIREMENTS:
Possession of a valid appropriate driver's license issued by the State of Florida.
