Manager Bulk Power Operations - JEA

JEA logoThe ideal candidate will possess experience with electric utility Energy Management Systems (EMS), including SCADA, AGC, power system network applications, and related systems and processes. Additionally, familiarity with NERC compliance activities is required.

Responsible for 24X7 operations activities, operational planning activities and system support activities of JEA's bulk power system including balancing operations, transmission and substation operations, distribution operations and market coordination operations all within applicable NERC, FRCC and JEA standards, policies and procedures.   Refer to PMP technical factors for additional position accountabilities.

  • Responsible for bulk power reliability and area balancing including compliance.
  • Responsible for maintenance scheduling and coordination.
  • Responsible for daily load forecasting, coordination and scheduling of JEA's generating resources and coordination of fuel use including environmental compliance.
  • Responsible for market coordination with The Energy Authority within JEA's Standard of Conduct.
  • Responsible for the administration of JEA's open access transmission service tariff.
  • Responsible for distribution reliability including load and outage management including performance tracking.
  • Responsible for the 24X7 control room operations including safety tagging, etc.
  • Responsible for the design, implementation and delivery of an operator qualification training program meeting NERC and FRCC requirements.
  • Responsible for the. design, implementation and delivery of a continued operator training program meeting NERC and FRCC requirements.
  • Responsible for the technical support of electric SCADA and other related processes.
  • Ensures effective coordination occurs within process family and with other process owners.
  • Coaches and develops process teams in the process family.
  • Develops, maintains effective and efficient workflow and ongoing operations including process modifications, as needed; communicates changes to other process owners and/or those impacted.
  • Identifies trends and sees that implementation of corrective action is complete, as necessary; informs others.
  • Provides leadership in meeting JEA's safety goals.
  • Drawing on knowledge of process formulates or assists in formulating policies which are applicable to bargaining unit employees.
  • Assists in the strategy, development, and preparation for the conduct of collective bargaining negotiations on behalf of the JEA.
  • Administers collective bargaining agreements, identifying and reporting implementation successes and deficiencies as they relate to process.
  • Makes significant contribution in personnel administration, employee relations and preparation of, or administration of budgets relative to process responsibilities.

Qualifications - External

Education: College level work; Bachelor's degree in electrical engineering or related field preferred

Experience: Five or more year's successful experience with an electric utility.  Five or more years of successful experience in grid operations control room, operations planning or SCADA operations preferred.

License/certifications/registrations:

  • A valid driver's license is required prior to employment and must be maintained during employment in this classification.
  • Professional Engineering registration in the State of Florida Preferred. NERC Certified Operator Preferred.

This position requires that employees be in compliance with JEA procedure ES A0200 A0101 RS 628 Screening Personnel Risk Assessments (pre-hire for FACTA designations; pre-hire and recurring for CIP designations).

The starting salary for this position is $136,400 annually.  Total compensation is commensurate with education, licenses, certifications, skills, and experience.
