Jody L. Brooks Returns to JEA as Chief Administrative Officer

JEA logoJEA has hired Jody L. Brooks as chief administrative officer to lead oversight of the utility’s critical infrastructure protection and compliance, audit services, corporate records retention and other areas. Brooks also will work with Jacksonville’s Office of General Counsel to oversee JEA’s legal matters.

“As we transition to a renewed vision for JEA, it is critically important that our leadership team can depend on someone with Jody’s sound municipal utility insights and judgment, not to mention her deep institutional knowledge of JEA itself,” JEA Interim CEO and Managing Director Vickie Cavey said.

Brooks, who served JEA in two previous stints, brings 30 years of legal experience and a wealth of knowledge about JEA, federal, state and local utility regulation and Florida environmental laws. She was JEA’s chief administrative officer from 2021-23 and the utility’s first chief legal officer from 2016-19. Previously, Brooks supported JEA’s efforts as an attorney with the city’s Office of General Counsel. During the past year, she ran a legal practice in Orange Park.

“I am so pleased to be returning to my beloved JEA,” Brooks said. “It’s a special organization with special people dedicated to serving this city and our Northeast Florida community.”

Brooks holds a Juris Doctor from the University of Florida Fredric G. Levin College of Law and a bachelor’s degree in business from Jacksonville University. She will begin her new role June 3.
