GENERAL DESCRIPTION OF CLASS
This is responsible professional work in the performance of a variety of assigned tasks in the Policy and Employee/Labor Relations division of the Human Resource Department. An employee in this class is responsible for carrying out various department assignments and a high level of involvement/management of several employee programs. A high degree of initiative and independent judgment is required, within the framework of established policies, procedures, and instructions. 

ESSENTIAL FUNCTIONS AND ADDITIONAL FUNCTIONS

  • Responsible for the data entry and processing of all employee related transactions with Military Leave tracking while supporting Timekeepers with accurate reporting.
  • Reviews compliance of some pay related policies.
  • Oversees unemployment compensation claims processing and represents the City of Lakeland in unemployment claims and appeals hearings, securing the participation of the HR Director and HR counsel for more complex cases.
  • Participates with multiple tasks/projects/responsibilities simultaneously with the ability to remain flexible with departmental changes, collective bargaining unit changes, state or federal employment law changes, and other needs of the City.
  • Confers with employees and provides various information concerning personnel policies and procedures.
  • Provides support with ADA and accommodations in partnership with the Labor and Employee Relations Specialist.
  • Works with departments to assess needs and provide solutions in partnership with Employee Relations Specialists, HR Director, and HR Counsel.
  • Assists and coaches Timekeepers to ensure they are up to date on any human resources related functions and processes.
  • Researches, identifies and maintains knowledge or labor regulations, legal requirements, and government reporting regulations.
  • Complies with all local, state, and federal laws and established organizational standards.
  • Ensures all human resource documentation is accurate and in accordance with policy.
  • Ability to operate internal HR databases in support of stakeholders.
  • Facilitates employee handbook updates.
  • Ability to develop policies in accordance with policy revision/creation guidelines.
  • Serves as communications point person for HR initiatives.
  • May be required to work alternate hours as necessary for the efficient operation of the department.
  • Position is designated as Mission Critical by Department Director.
