JOB SUMMARY
Under the administrative direction of the City Manager the Finance Director provides highly responsible professional leadership for the Finance Department in Accounting, Payroll, Budget, Compliance, Grants and Purchasing. Administers the central accounting system of all public funds assuming responsibility for maintaining internal control and compliance with various Bonds, GAAP, GASB and other industry standards.
ESSENTIAL FUNCTIONS
- Directs preparation and monitoring of the annual City Budget and provides outreach and public involvement in the process.
- Provides monthly reports to the City Manager and City Commission.
- Attends Council meetings as needed and assists by providing relevant financial information.
- Monitors the City’s financial trends and provides financial review of the trends.
- Provides benchmarking techniques for City operations.
- Attend and participate in the Fire Pension and Police Pension quarterly Board meetings.
- Prepares resolutions and ordinances as related to the Finance Department
- Reviews, interprets, and applies governmental accounting principles, federal and state laws, and Rules of the Auditor General.
- Directs Finance department staff and all activities of the department, including budges, accounting responsibilities in accordance with City policies, procedures and applicable laws including: interviewing, hiring and training, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Serves as advisor to the City Manager in regard to the type of legislative needs in the areas of responsibility.
- Plans and implements short-term or annual goals, objectives, and strategies for the department to ensure efficient organization and completion of work.
- Provides coordination for FEMA reimbursement after storm events and oversees FEMA reporting, compliance and preparation of funding requests.
- Performs special assignments as requested, to include researching and preparing reports and projects, developing and implementing programs, administering state and federal grants and presenting technical data to management, elected officials, and others.
- Develops, communicates, and monitors policies, procedures, and standards for all City departments; recommends improvement when necessary.
- Coordinates, implements, enforces, and maintains financial systems by working with department heads and employees to determine financial system needs and implements systems to accommodate financial processing and accounting.
- Directs the preparation of the annual financial statements and reviews statements prepared by staff. The documents may include but are not inclusive to work papers, annual audit, internal controls, narratives, financial statements. Ensures documents are in compliance with General Accepted Accounting Principles (GAAP).
- Manages debt and coordinates financing with bond advisor, bond attorneys, bonding financing alternatives and maintains relationships with financial advisors.
- Establishes systems/procedures that lead to an unqualified audit opinion.
- Performs other related duties as assigned.
