The ideal candidate will have:
- Bachelor’s degree in Business, Finance, Accounting, Economics, Supply Chain Management or a related area of study from an accredited college or university;
- Master’s degree in Business, Finance, Accounting, or related area of study (preferred)
- Minimum of ten (10) years of progressively responsible diversified public procurement, supply chain management and operations experience, to include:
- Minimum of five (5) years of managerial experience;
- Procurement systems and software tools;
- Developing and deploying procurement metrics and cost modeling;
- Implementing strategic sourcing initiatives including building and evaluating vendor relationships;
- Leading negotiations for enterprise-wide contracts;
- Implementing cost reduction and continuous improvement strategies
- Familiarity with public procurement requirements under State and Federal statutes, rules, and regulations
- Utility procurement experience (preferred).
- Certified Purchasing Manager (C.P.M.), Certified Public Purchasing Officer (CPPO), Certified Professional Public Buyer (CPPB), NIGP Certified Procurement Professional (NIGP-CPP) or equivalent certification (preferred).

Salary Range: $146,400.00 to $183,000.00 yearly commensurate with experience.

Job Purpose:
Leads the Strategic Sourcing team to ensure operational expectations are achieved. Provides strategic and tactical leadership in the area of strategic sourcing with a focus on improving business operations and streamlining the sourcing process while ensuring adherence to public procurement policy guidelines.
Provides strategic direction to ensure the delivery of consistent, responsive, and accurate strategic sourcing services. Fosters continuous development of sustainable and innovative strategic sourcing and negotiation strategies that align with OUC’s strategic and operational plans and deliver customer value.
Primary Functions:
- Define and implement OUC’s overall sourcing strategy, operations and decisions that build and enhance vendor partnerships that meet the organization’s risk, reliability and cost-effectiveness objectives;
- Develop policies and utilize best practices to guide OUC’s strategic sourcing decisions and implement initiatives to improve operational and purchasing techniques;
- Lead the collaboration with internal stakeholders such as legal services, budgeting, accounts payable and business units to identify and implement service requirements and standards;
- Lead the development and implementation of structured negotiation processes in alignment with OUC policies and other regulatory requirements for supplier negotiations and contracting;
- Consult with cross-functional leaders to gain insight to the operational plan and collaborate to deliver customer value;
- Track and report on market trends and internal performance metrics to support executive decision making;
- Elevate and manage the key performance indicator dashboard to track savings, monitor the speed of decision-making, develop supplier diversity and performance, and report appropriate benchmarking;
- Develop supplier partnerships, sets vendor performance standards, goals and KPIs, creates and leverages scorecards to measure and evaluate supplier performance;
- Create and leverage broad and diverse vendor partnerships and relationships to facilitate reliable sources for acquisition of materials and supplies during regular and emergency situations;
- Renew and implement lasting strategic partnership agreements and set procurement objectives to accomplish quality standards and goals;
- Deploys strategic sourcing systems and stablishes system performance objectives to manage costs and create process efficiencies;
- Ensure adherence to ethical sourcing practices and promote sustainable sourcing practices;
- Act as an influencer with the team and ensure appropriate application of policies and procedures and arbitrate as necessary to resolve difficulties or unforeseen events
- Oversee the development of a well-trained and action-oriented team and enhance operational alignment;
- Coach, develop, and perform corrective action/discipline to current employees and provide ongoing technical guidance and direction;
- Perform other duties as assigned.
Technical Requirements:
- Prioritize, delegate, and manage multiple responsibilities simultaneously ensuring timely and accurate completion of each; outcome-focused and experience in project management as a means to plan, track, communicate progress and ensure on-time delivery;

Education/ Certification/ Years of Experience Requirements:

- Minimum of ten (10) years of procurement, supply chain management and operations experience, to include:
- Minimum of five (5) years of managerial experience;
- Procurement systems and software tools; developing and deploying procurement metrics and cost modeling;
- Implementing strategic sourcing initiatives including building and evaluating vendor relationships;
- Leading negotiations for enterprise-wide contracts; implementing cost reduction and continuous improvement strategies
- Valid driver's license;
- Government or utility procurement experience (preferred).
Working Conditions:
This job is absent of disagreeable elements. This job allows for a hybrid schedule working both in an office environment and at home; in alignment with OUC’s hybrid policy. Must be able to travel between work locations across the OUC service territory.
