Budget Analyst, Electric - City of Lake Worth Beach

This is a professional position assisting in budget development together with monthly tracking and reporting in support of the Electric Utility Department. Other activities undertaken by the incumbent in this role will include development, tracking, and reporting on each division Key Performance Indicators (KPIs), maintaining department and process performance metrics, performing data retrieval and analysis, analytics on special projects, assisting department leads with contract administration, analyzing revenues, tracking and reporting on expenditures. The incumbent will perform variance analysis and trend analysis required for continuous improvement of department operations. This work requires exercising independent judgment within established policies and procedures and is performed under the supervision of the Electric Utility’s Budget Manager while maintaining a collaborative working relationship with the City’s Finance Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  

  • Application of business and technical knowledge to serve as the liaison between Electric Utility and Finance to determine the correct course(s) of action to achieve desired results. 
  • Analyzes Utility operations from financial standpoint making recommendations on efficiencies to Budget Manager. 
  • Reviews data for accuracy, investigates apparent discrepancies in department data or deviations from norms. 
  • Analyzes expenditure data and assists in the preparation of annual budgets, financial and operations trends analysis and budget projections. 
  • Analyzes revenue tends, works with rate consultants and makes recommendations to management about rates and charges. 
  • Assists in the development of the assigned department’s monthly budget reporting including elements of revenues and expenses; participates in City-wide budget preparation teams by providing data on Utility programs and documentation of budget requests. 
  • Maintains and manages data files, and budget data in CLWB computer system 
  • Assists with and maintains documentation of the assigned utility’s capital projects and close-out for both finance and operations. 
  • Assists with managing the accounting for utility assets and property inventory. 
  • Tracks OM Labor to Capitalization on monthly basis 
  • Coordinate the preparation of the department’s budget and assist in the budget review process / Review and process budget transfer requests
  • Performs routine budget monitoring procedures and preparation of budget reports.
  • Assists with maintaining documentation of utility’s capital projects and close-out with the PMO team.
  • Performs budget related work as assigned.

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Functional knowledge of basic accounting, budgetary methods and techniques, data retrieval analysis using MS Office products. Candidate must be capable of participating in courses/learning contract law basics, City, State and Federal laws governing the purchasing of commodities for the City. Knowledge of computer technology and use of electronic spreadsheets and word processing using MS Outlook, Word, Excel, MS Project, etc. Ability to analyze detailed data; prepare and present reports and perform analysis of trends.  

EDUCATION AND EXPERIENCE:

Minimum an Associate Degree in Accounting or Business Administration. Preferred Bachelor’s Degree in Accounting, Finance, Business, Economics, Mathematics or related field.  Considerable knowledge of Microsoft Office Applications and Cognos Analytics experience desirable.

All full-time employees are considered critical in response to emergency situations and may be deemed essential as needed depending on the situation.  

Employees in this position will be required to complete the FEMA Incident Command System (ICS) Certification Levels 100, 200, 700 and 800 within the first six months of employment.   Certain positions may be required to attain additional ICS training as needed.
